I don't have any recommended solutions for you but I really like the idea. Please post progress updates.

I'm interested in running a web proxy that can provide some
'filtering' for our home. I don't actually want to block
content as much as nag before allowing you to view content.
The goal is to make folks think twice before wasting their
time.

There are three people I'd like to affect:

* 8 year old: during 'homework hours', send them to a 'nag page'
if they access certain sites - I don't think you're actually
researching my little pony. Perhaps block flash (games) by
file type. You should be able to unblock by visiting some
web page, which would would indicate you're done with your
homework or, in fact, you are researching my little pony.

* mom: if any browsing occurs after midnight, remind her that she
needs her sleep.

* self: accessing the same site for more than 20 hits after
9pm should nag 'So, you found a nice new comic strip and
are looking at the entire history and are never going to
get to bed. Now stop that and either do some real work or
acknowledge you're browsing from your stairmaster so at least
you're getting some health benefits.'

Again, I don't want to actually block content, just nag before
you hit it and make you say 'ok, I mean it.'

Logs of that would be cool, but an audit trail isn't really
what I want - this isn't supposed to be big brother land.
If folks want to browse 'questionable' sites, that's fine,
I don't care. If they say "yes, I need to do this" then
they're probably right. Just want a little prodding.

Anyone have any recommendations for such a system?
